Position Overview:
Duke Kunshan University (DKU) is a highly selective research-oriented, liberal arts and sciences university located in China, whose primary mission is to enable students from around the world to lead purposeful and productive lives. Established in September 2013 as a U.S.-China partnership between Duke University and Wuhan University. DKU seeks an innovative and strategic Senior Director of Information Technology that is expected to collaborate with constituents across campus in enhancing and delivering solutions and services to the thriving DKU community. Reporting to the Executive Vice Chancellor in collaboration with the Duke University Global office, the incumbent will align the IT organization to strategically support the needs of the University and will be responsible for effectively and efficiently serving University stakeholders and its partners.
DKU Information Technology division in partnership with Duke office of information technology provides support for: classroom and academic systems, growing research needs, administrative systems, campus owned hardware, general cybersecurity, campus standard software, networking, telecommunications and other emerging technology services for over 2,000 students and 1000 faculty and staff.
Through collaboration with senior leadership, this incumbent is responsible for leading and advancing IT strategies, policies, practices, and standards. This position is charged with becoming a strategic partner to establish and maintain governance processes to ensure the alignment of IT goals with the University’s strategic priorities. The Senior Director of Information Technology will collaborate with faculty researchers and executive management across the enterprise to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. The Senior Director of Information Technology will bring current knowledge and a future vision of technology and systems to sustain DKU’s competitive position in education, research and innovation.
The incumbent will be an imaginative information technology leader and an outstanding manager with an instinct for consultation and a talent for collaboration. He/she will bring experience in public and/or private institutions or at a system institution. They will have broad knowledge of technology issues including security and infrastructure, research computing, teaching and learning, and enterprise systems. The Senior Director of Information Technology will have a proven record in the creation and development of high-performing teams and collaborating to enhance existing working relationships with colleagues and partners across their organization. The Senior Director of Information Technology will be an effective communicator that understands the importance of recruiting, developing, and leading a diverse and vibrant workforce while being an effective member of the institution's leadership. The Senior Director of Information Technology will bring a deep and expansive understanding of the potential for information technology to advance the purposes of a preeminent teaching, learning and research institution.

Essential Duties:
1. Participate with representative University parties (administration, faculty, staff, and students) in understanding the uses and needs of technology in higher education in accordance with the strategic direction and mission of the University.
2. Provide leadership and guidance in future planning and in setting IT vision and strategy and establishing goals and objectives for information technology services.
3. Manage, coach and assist the Office of Information Technology staff members ((a team size of 40-50)) in the achievement of planned goals and objectives in conformance with the mission of the University.
4. Assure that the quality of service provided by the Office of Information Technology to the University community is at the highest level possible within the operational capabilities of the installed campus network, hardware and software, telecommunications equipment, annual budget, and professional personnel resources available.
5. Formulate, propose, gain approval, and implement the annual departmental budget assigned to the Office of Information Technology by the University.
6. Provide updates to senior administration on status of IT projects, operational conditions, and areas of concern regarding information technology involvement.
7. Provide leadership on information security requirements to protect University data, applications, networks, and business processes. create security plans and policies and establish best practices for the appropriate use and safeguarding of university data.
8. Effectively engage DKU’s key partners, Wuhan and Duke, on strategic initiatives.
9. Educate the University community on our legal responsibilities towards the protection of university data and systems.
10. Oversee contract negotiations and agreements with IT vendors, contractors, and service providers and ensure they are in alignment with DKU procurement policies.
11. Chair relevant IT advisory committees, inclusive of academic, research and cyber security efforts.
12. Ensure IT assets are accounted for as per University policy.
13. Determine resource (e.g., staffing, technology, funding, vendor support, etc.) requirements for the accomplishment of approved information technology goals and objectives in conformance with the University's strategic direction and mission statement.
14. Interact with faculty, administration, staff, and students to understand their respective needs and requirements in order to assist in their improved understanding, efficiencies, and productivity in achieving their goals through the use of information technology.
15. Perform other duties as assigned.

Required Qualifications:
1. Minimum of fifteen years of progressive leadership experience and expertise in information technology with proven success in leading a large or complex enterprise-wide technology operation, including strategic planning, IT budgeting and contracts, people management, business continuity, disaster recovery planning, risk management and service delivery.
2. Bachelors’ degree is required in a technology related field, Business Administration, or other field of study with significant, relevant IT experience. Master’s Degree preferred.
3. Experience in Higher Education is preferred.
4. Strong commitment to foster, support and strengthen initiatives and a working environment that promotes diversity, inclusion, and equity.
5. Experience in leading, developing and retaining high-performing talent.
6. Experience developing and executing technology plans and complex technology frameworks, with the ability to successfully execute short-term, long-range, and strategic IT plans.
7. Ability to build strong relationships, establish trust, and promote collaboration around a shared vision, working with diverse members of the community and a commitment to open communication and transparency.
8. Excellent verbal and written communication skills with the ability to work collaboratively in a shared governance environment.
9. Thorough understanding of technology trends, applications, current developments and new directions and how they relate to and can be leveraged within a higher education environment.
10. Experience leading the assessment, redesign, and optimization of processes across functions, enhancing efficiency and effectiveness.
11. Strong understanding of compliance with relevant regulations and standards, prioritizing data security and privacy.
Preferred Qualifications:
1. Previous experience as a Director of Information Technology, preferred in higher education with demonstrated understanding of US and PRC policy and regulatory requirements in a student-centered learning environment.
2. Extensive working experience leading diverse technology business units, such as application development, network architecture, telecommunications, information security, service management, and systems infrastructure.
3. Bilingual (Mandarin, English).
